As far as English-speakers go, the Irish rule. I've got an American Great Lakes accent (the kind you hear in Chicago and Cleveland), so a little bit of self-disclosure is necessary. Canadian accents are subtle, but cool. When it comes to speakers of other languages, I would go for Castilian Spanish, Scandinavians, and Southeast Asians.

Castillian accents make me completely melt, either Castillian Spanish or a Castillian person speaking English. <3 But I also love the Boston accent, the "plantation style" Southern accent (light drawl, not a heavy accent kind of like on Gone with the Wind.. it's a dying accent), British, French Swiss, Cuban, and Argentinian.

my husband traveled all over the world during the 60's, 70's and 80's while in was in the air force. he liked spain the most and said the people were very friendly there. he also liked england. he is a black man and suffered alot of racism in other countries, but was excepted the most in spain and england. he feels though that he has suffered more racism in america than any other country, i agree. we get shit all the time here in sacramento california because we are a mixed couple. angel
