The female hispanic cashiers at Target Store do that all the time although it's usually $5.00 dollars. I was taken for $5.00 once and since then I count my change in front of them which has saved me to date $15.00 bucks Hotwater
It's true that people make mistakes, but people also do these things intentionally. Informing the manager of a store of what took place will allow him to see if this is a constant issue or if it was just a mistake. Whether it keeps happening because the cashier is doing it on purpose or they're just terrible with money, it's obvious that they shouldn't be at the cash register. I'd never apply for a job like that because I would be giving people extra money or shortchanging them all the time.
I worked in retail management all the way through university. It was at times brought to our attention that something was amiss with an employee. No employee was terminated from the allegation alone, in most cases it was an error and there were no repercussions. People do make honest mistakes without any intent to "steal". Procedure was to do a balancing of the cash drawer immediately if possible. If not the customers information was taken and upon the drawer being balanced they were notified of the results. Sometimes the customer was correct and the money was them given to them. Sometimes they were not. Retailers loss is passed on to consumers. So while a $5 discrepancy may not seem like an amount of concern to a large corporation, multiply that by a million transactions over time and it does make a difference in bottom lines. No one is in business to lose money.
She didn't even try to fuck a bad employer, she just tried to fuck you. And she totally knew it, if she didn't even go back to check anything. She just tried to rip you off. I know there's all sorts of ways that I would see stealing as totally justified and fine, but taking ten bucks from a customer is not one of them.
Was she hot? Anyway, one thing I do is say "Out of twenty" out loud to get the story strait quick. I also might ask "Do you have change for a 50 or 100 to clarify I am (or used to when I had cash) that I'm throwing down big bills.

What is kinda funny about this is that if it happened to you rolling, I bet you would throw a fit and demand that she be fired then drawn and quartered. Only because you are such a nice and pleasant guy with only nice, complimentary words to say.

Also, I once worked with this dumb skank who was stealing from the till and when I first started there, she used the shifts I was working to steal from the till so it looked like it was only happening when she was working. When she got a little bolder, she was taking cash out of the till and putting it in other peoples coats in the staffroom, so if the coats were searched before she went home it wouldn't be pinned on her, and otherwise she would just get all the $$$ out while getting changed in the staffroom before going home. She got caught and fired - for stealing and also for offering to steal cold and flu medication for people so they could cook meth with it - WHILE IN UNIFORM. A member of the public overheard her and call us.

So did you notify the establishment? If she does this all the time you might not be the first to complain.
I did, but they were like "oh, she was just tired". It's up to them how they want to handle it. I can only hope that it was really an accident, but I don't think so.
I dislike counting money for a living. I can see how many people would hate it too and wouldn't care at all. I handled money when I was younger and I always felt it was never as important as the other tasks I was required to do. And I've made mistakes before - sometimes you have a certain price locked in your head for an item - and you give the wrong change like, automatically without thinking about it, because you calculated a different price than the item. I dunno. It's only $10 man. Some people need the money more than you, I suppose.
I think you did the right thing. 10 bucks is 10 bucks and everybody is looking out for themselves, short changing of whatever, you need to look out for yourself which you've done. =]
