I guess what makes me mad is the wording "targeted sanctions".

What if they opened the door with just their pinky and didn't flush or touched the toilet seat?
I know; it doesn't add to the hygiene in the bathroom but it does limit the chance on getting germs on that (imo clever but selfish) guy

If you notice or suspect this is happening just make extra gross noises
