The Inspecter General program was implemented as a response to Nixon and his Watergate scandal so that oversight would occur for various government agencies. Trump, similar to Nixon, just did a Friday Night Massacre of firing 17 inspectors general he didn't like and without notifying Congress 30 days in advance and without giving a reason.
