They were fake electors meant to sow confusion during Pence's reading of the electoral slates on Jan. 6 to try to nefariously take advantage of the Electoral Count Act (a confusion that Pence anticipated and thwarted by saying that only authentic electors would be counted). If alternate slates to replace the original slates would somehow have been deemed necessary after Jan. 6, they would need to have been selected and certified by state officials, which is very difficult due to state laws that prohibit the use of tactics to frivolously overthrow legitimate slates. The claims of legitimacy of fake slates by people like Spindell is a farce. The National Archives didn't accept the fake slates that were submitted to it by Trump's allies, and Pence didn't count them on Jan. 6.
