Trump disposed of competent people and filled the vacancies with his family members and cronies. He's worse than the swamp he was accusing DC of being during the 2016 campaign.

It's part of why Trump lost the 2020 election.

Trump and his followers have descended to the level of embracing a notion that he won the 2020 election but lost due to fraud, a claim not even supported by judges he had appointed to the courts, office holders whom Trump supported during previous elections, and his own, now-resigned, appointed loyalist attorney general Barr (his third one after disposing of two who weren't sufficiently loyal to him).
