In Trump's perception, that's 20,000 illegal votes that went to Biden. Giuliani's assertion is that mass fraudulent activity occurred in favor of Biden because, in his mind, the Republicans were illegally not permitted sufficient oversight of the ballot tallying process. Giuliani hasn't offered any substantive evidence for either of those claims.
