He is known to exploit loopholes in the law to obtain what he wants. A recent example is when Barr cited a section that refers to National Guard training that he thinks permitted Trump to use out-of-state National Guard to counter protests in DC. Such an interpretation would allow National Guard of one state to be used in DC or other states under the guise of being on a training mission.
Trump might as well try to siphon money off of corporate sales that he forces via his executive power and put it in a personal defense fund to try to keep himself in power if he loses the presidential election. Nixon concocted a scheme for funneling money to be used as hush money to those who knew about Watergate. It's not unlike the scheme Trump used via his convicted former attorney Cohen to funnel money to Stormy Daniels which precipitated a criminal investigation in NY. Trump is now desperately trying to conceal his tax returns needed by the prosecutors. Trump has already engaged in a similar type of tactic with Ukraine by withholding U.S. government money to coerce it to dig up dirt on Biden to help win reelection under the guise of a general anti-corruption initiative. In his 'perfect' phone call, Trump even told the leader of Ukraine that attorney general Bill Barr would be calling him. It doesn't get too much more blatant than that.
