a college library could work, but any public library i've been in was quiet all over.

 

There's not that much noise in the libraries here neither but I mean it is completely normal to go to another person and ask something. So although it would be weird to make it some sort of hunting place , it is just as suitable for a dating opportunity as a college library or supermarket. If you convict those places as useless or impossible for such opportunities beforehand you're not making your chances bigger of course.
