A lot of the states will not want to lose their anti-pot industry, and most L/E agencies are enjoying milk toast busts to occupy their time along with outstanding wages.
Worry about their jobs is a big negative to overcome.
An "fictional" example would be the Fed Govt funding of the State of California to fund regional anti-gang taskforces....which funds are then used to make "gang related" pot busts of any kind you can imagine....milk toast money for just another cog in the antijuana regime.

 

Why do you say that? I'm just asking because I really like Ron Paul and I haven't personally seen anything that's lead me to believe that. Have you?
