The mere fact that she's Latina isn't enough to establish racist intent. The important fact seems to be that she's a she, establishing sexual intent.
I don't get the connection to racism. The Uighurs are Muslim separatists, and the Chinese government is definitely out to get them--because they're Muslims and separatists! Ethnically, they're Turks, too. But I think the main problem is the backtalk. China doesn't like backtalk. The original story did show Chinese racism against blacks. So what if it was 3 years old? "It is illegal to wave weapons in a threatening manner at those participating in nonviolent protest, and while we are fortunate this situation did not escalate into deadly force, this type of conduct is unacceptable in St. Louis," Circuit Attorney Kimberly Gardner said in a statement.
Doesn't seem that surprising to me. They wanted to enforce arbitrary laws, but didn't want to be held accountable for it.

I don't tolerate racism, because growing up my parents didn't tolerate it either. They told my brother & I growing up they'd skin us alive if they found out we were being racist. Now at 43, my brother 41 & my parents in their 70's, we still to this day don't tolerate it all. I remember my senior year of high school, some kid was racist & he was a sophomore,. I got mad, shoved him in his locker, gave his locker key to the principal who saw what happened. I walked away, didn't get in trouble, but stood up against racism & didn't want to deal with the ignorant brat.
Ugly, one would think in two generations some measure humility, compassion, and equality would have seeped in.
You can look the other way or advocate against all the haters. Constructive action that may include nonviolent civil disobedience is one path. It’s frustrating as hell. Discouraging much of the time. But if not me, who? If not those who give a damn, who?
