Its probable for his cat... I got a big container of catnip too for my cat mittens. unless ...He/she is trying to sell weed as catnip but I am sure thats not what he/she is doing...

 

umm i think its a humourous container for weed? oelpe dont usually take their cats on camp with a big container of catnip...

 

A few cigars, steam roller, pipe, lighters, tobacco pipe with pipe tobacco, homemade clay pipe, big big joint on the money, catnip of course, rolling papers, and mustard on the far right.

A few of my friends were out of bud for a while and heard that smoking catnip gives you a mild high. I thought that was the funniest thing ever so I posted it almost as a joke.
