If you realy look into how deep corruption goes in most police departments it get realy hard to believe that their are any good cops. As I refuse to call a cop good unless he/she is arresting their fellow officers when they catch them doing something illegal. You seem to be struggling with the paradox that rules and rational behavior don't apply in demonstrations and riots where people are guided by emotion. Social distancing is a reasonable means of trying to control a virus that's really killing people. There are emotional situations like birthdays, weddings and funerals where people find it hard to observe the rule, but the virus doesn't make exceptions. If people hug and kiss and pack themselves together, they serve as vectors for the virus, regardless of how they feel. Same goes for demonstrations and riots.

However, when large masses of people are overcome with emotion and throw caution to the winds, it's sensible for the authorities to concentrate on avoiding unnecessary provocation that would occur in enforcing sensible rules. Demonstrators and rioters proceed on an "assumption of risk" basis. Is that so hard to understand? For some, it can be a risk-benefit calculation: do I stay safe, social distance, and not get out into the street to protest an outrageous injustice. Or do I take my chances and risk my life and that of others to make a statement? When the cause is re-opening my barbershop or beauty parlor, or exercising my right to sunbathe on the beach, the decision to risk may be unacceptable. When the cause is social justice, maybe not so much.
