sweeps week is when they collect data on what tv shows are being watched and it helps determine what show make it and what gets cancelled. That is the simple answer.
A Nielson family are households that have been selected/volunteer to have everything they watch on tv monitered to help determine what shows are popular.

so ideas competing for airtime, just like tv shows and a nielson family would determine what thoughts stay "on the air" and what ones get "cancelled" or moved to a different time slot.
