its like saying that the radiation in the sea is at the bottom not the top, even if it reached the bottom the surface concentrations would affect man quicker [fishing] similarily the radiation may have reached that altitude but the concentrations below 6,500 feet are those which rain will bring down on people, their water/lakes/rivers/streams, and land.

if you want to '''' downplay ''''' fukashima remember there are hundreds of other nuclear power plants ... all of which are due to break down as their lifespan was only 50-60 years. Many built 50 or more years ago ... their time is up.
