yeah I think i did hear that, a while ago now chesney who/what ? I don't read it as bullying, almost maybe indentification of schools which could receive additional support and funding, it seems to be more a way of identifying and removing failing staff than schools. Sometimes a whole culture in a building needs changing at that can on occaision be best achieved by a declared restart, paint all the walls a different colour , employ different people, open the doors again and start from scratch. A chance to re-engender pupils with a desire to learn again.
