Nope, Pink Sky.
It is a connector as @6Sailor9 suggests but PVC is too vague. Actually in UK we wouldn't refer to it as a connector.

Kind of reminds me a little of 2 gutters connecting, but it looks like it's made of vinyl/pvc. Maybe like a connector that transfers drain water of some kind? Something outdoors.
