Then I would say it is unlikely but not impossible.

I'd say (and I did in another thread) it is next to impossible.

Do you think they will let him wear female clothing/make-up etc? ...and would they have to refer to him as 'Chelsea'?

Agreed. If there is no life-threatening condition, it is not medically necessary.

I'd be totally all for that. If her fan club and supporters want to raise funds for the gender reassignment, then right on, but the government shouldn't pay for it. If I was a transgendered individual, I think I'd likely feel the same way. If a person identifies as the opposite sex in the "free world," they are expected to come up with the funds for the hormone therapy and surgeries themselves. The government doesn't do that. And they shouldn't. It sucks she's in jail, it really does, but that's not the issue at hand.

    :D

Ok, it doesn't seem to be quite like that anymore...

Inmates can participate in as many as 13 treatment programs that focus on self-growth.

Inmates also have access to traditional education programs and vocational-work details.
Apprenticeship programs include carpentry, dental assistance, graphic design, screen printing and welding.

Work details are offered in embroidery, textile repair, graphic arts and woodwork. The state of Kansas also offers licensing in barbering, and some details allow inmates to pocket 14 to 80 cents an hour.

    I agree.

You say it isn't not medically necessary, but perhaps for Mannings (I'm not going to say he or she) long term mental health it is.

Unfortunately last I checked, the United States government doesn't give two shits about people's mental health. Even if they state they do.

    I don't know!

    I found this interesting:

People with "personality, psychosexual conditions, transsexual, gender identity, exhibitionism, transvestism, voyeurism, other paraphilias or factitious disorders" are prohibited from joining the US army, according to the army's Standards of Medical Fitness, which also say: "These conditions render an individual administratively unfit rather than unfit because of physical illness or medical disability."

The Veterans Health Administration, however, in February 2013 issued a directive granting care to veterans enrolled in the VA healthcare system

    http://www.theguardian.com/world/2013/aug/22/chelsea-manning-prison-transgender-rights

Perhaps this is the reason some people think he isn't a she...or should not be acknowledged as she.
Perhaps even there isn't such a thing as a man wanting to be a woman.
