My wife is very aware of what she will be showing when selecting her tops. Many women hate the feeling of wearing a "harness" when there's no physical reason to. An A-cup or smallish B-cup lady knows it's only for societal reasons, and some occasionally refuse to bow to those pressures.
Reread and interpret the statement correctly. The "appearance" or to put it another way presentation, statement, aspect, and "looks as if" a woman not wearing a bra is - to the person who sees her - a sight of wanting to be fucked. A woman who is letting her tits sway and move under her blouse, to the on looker, suggests she would be down to fuck easier, quicker, more readily, or has less inhibitions sexually. I agree that the "harness" presents discomfort which, proven through surveys, is the first thing removed when arriving home after a long day (or any day). But to men a woman who displays her breasts without that "harness" says I want someone to fuck me when that may, and is probably, not true.
