2pac and it is not even close. Biggie is only considered because he ripped off his first album from Pac. I believe that if Biggie was actually talented that he would have produced a lot more than 2 albums. What is not disputed is that he released his album well before its release date. Shortly after 2pac demonstrated vengeance towards Bad Boy and released "Me Against the World". He also made the entire album "Don Killuminati: The 7 Day Theory" in a mere 7 days. In the short time he was on this Earth he recorded well over 20 albums of material, wrote a poetry book, and stared in 6 Hollywood movies. I may be biased, but I do not even believe this should be questioned.
