I don't know if they could really do anything about someone looking up at a window from a distance at someone who's changing in full view of others. Perhaps they could nail him with a loitering charge, though. I'm certainly no legal expert.

I saw a news clip of some goon who would go to stores and squat down to look up ladies' dresses. The police were after him and put out the store camera photos of him.
