That's acctualy a good thing. The pain will soon go away and the harder your fingertips are, the better sound your guitar will make when you play it

Firstly it would depend ot the strain, but everybody knows that. For me personally i smoke to fight stress, to relax and for creative purposes....
In general, with or without legalization people will still smoke it. Minimum age for usage of cannabis would be only ''representative'' control...
