I'd say it depends on your grow medium.. COOOLD temps are not great for hydro setups.. anything under 60F in the water and you'll kill those...
I use a 400w MH for veg.. but that covers 4-6 ladies quite nicely.. and it's not really that much $$.. an Xbox and a LCD tv use more electricity...
