If there's any bacteria in the blood, it would have been from his body with the blood, and it wouldn't last long once dried. I think he's better off with dried blood on it than dried kool aid.
I've just always thought that any blood sitting out, dried or not, and being wiped over new holes put in your skin...isn't good for you. I came off like a dick again, and I am sorry. I am just the type of person who uses alcohol swabs, and everything to make sure what I am doing is as clean as possible.
