The difference is the new ID cards will be biometric, and will register iris scans and finger prints. That makes them a considerably more powerful tool to identify citizens than a library card. Also a library card is not compulsory....

Also the linking up of databases is an important factor - library cards, the national insurance database, the DVLA, credit cards etc hold information about a limited part of your life and while they can be investigated with the proper authorisations and warrants by the authorities, the information is not automatically required to be available centrally and viewable by the state without specific judicial permission.
