pretty simply, they don't. most have no idea we exist, and those who do, either wish us well with hands off, or have other uses for us. at least potentially.

if you see a sky full of ships from other worlds, no two alike, that might be the galactic welcome wagon, but if all of them look like they came off the same assembly line, that's not a good sign.

but seriously, if anyone who had an ftl drive and a tractor beam wanted us destroyed, all it would take is a big enough well enough aimed rock from beyond the outermost fringes of our sollur system, where nothing we have could reach, even if it were possible to know this was going on. well its the same for any planet. planets like cities are sitting ducks.

so what i mean by that, is if they did, we'd be long gone, and never have a chance to know what hit us when it did.

but since everyone with that capability knows that their own worlds are equally vulnerable to destruction by the same method, well they'd have all destroyed each other.
to prevent this sort of thing, is why, common sense logic expects there to be a galactic u.n.
