I've heard some claim that Iran did it to save face among their own people. Even MSNBC was trolled into following Iran's falseified news about 30 or so American deaths, that didn't happen. However, some of the dud rockets actually landed in precise locations. Had they been laden with explosives that actually exploded substantial damage would have occurred. They're playing a game to be sure.

I did get the chance to ask that question. Some people did go to Florida. I went to Arizona. Some remained because they had family, jobs, court date, etc. There are lots of reasons.
