I would vote for Woodrow Wilson as the worst but he isn't on the list. Wilson allowed all black federal employees to be fired. He jailed women suffragette activists. He jailed Jehovah's Witnesses who refused to be drafted into military service in the war. He jailed many American citizens who exercised their constitutional right to oppose or protest our involvement in a European war. J.P. Morgan, the Wall Street banker, visited the White House and told Wilson his bank had loaned so many millions of dollars to England to fight the war that if Germany should win England would likely default on the loans thereby causing Morgan's bank and others to fail bringing on a economic depression here in the U.S.
