Why do women wear bottoms and then proudly display their naked breast? I do love breast, but total nudity is my favorite.

They might be self conscious about how their pussy looks. Maybe she feels comfortable being topless but fully nude in public is another big step. Personally I'm much more comfortable being topless in public than fully nude. My first time at a nude beach I went only topless

 

Nipples are just nipples. Much of the world women go top less, but but still keep their bottoms on.
