Your constitution makes it more clear than any other, None of this nonsense lawmakers often do, citing morality, instead of social welfare and individual rights.

Yet from what I understand, prostitution is still illegal in France, or at least it is not totally legal. (I think I heard somewhere that pandering is illegal, or something like that. But still.)

Why is prostitution, or anything associated with it, illegal, if "Liberty consists in the freedom to do anything which injures no one else"? Because otherwise, I think you French are pretty cutting-edge, when it comes to individual liberties and justice. (BTW, happy Bastille Day. My father was 3/4 French too.)

Prostitution is not illegal in France, however there are many associated offences. Prostitution itself is not illegal as that places the emphasis of guilt upon the sex worker, something France wants to move away from. Adopting the Swedish policy, it is now illegal for a person to pay a prostitute purely for sex, placing the guilt on them, the fine is up to 1,500 euros for first offenders.

The French Government introduced the changes to protect women, and to try to stop women from Eastern Europe going to France voluntarily or otherwise to become sex workers. Currently around 80% of sex workers in France are not French. Unions for sex workers oppose the new rules fearing it will lead to a less safe environment for genuine sex workers to work, i.e. those who willingly do it as a living. The Government takes the view that all sex workers should be protected and would prefer to get out of the profession and will use the money from fines to help them.

Genuine sex workers can get round the law. Street prostitution is legal but sex workers cannot solicit. The law has had some success as most street workers are controlled by pimps and the risk of fines has meant this is too risky for clients. Escorts are less common than many other countries. Apartment prostitution is more common, with adverts in adult magazines offering visitors to apartments basic sex. More common is prostitution in red light districts but not on streets but in bars, especially adult bars offering other entertainment such as peep shows. Prospective clients can buy a sex worker waiting at the bar a drink at hugely inflated prices, a cut taken by the bar owner, the rest taken by the sex worker who may then offer sexual services for 'free'.

Never heard about any restrictions. To be honest once I visited massage parlour here sweettouch.fr/ in Paris and it was probably best sensual massage I ever had. Still remember those awesome feelings. This year I'm planning to visit Paris again and I'll definitely book an appointment with one lovely masseuse there again.

( It’s easier to fool people, than to convince them they’ve been fooled.)

None are more helplessly enslaved, than those who falsely believe they are free.

Prostitution, also known as sex-work, is legal through-out the German-speaking world, Switzerland, Austria and Germany. As well as The Netherlands. It is legal through-out Latin America. It is legal in Australia and New Zealand. It is even legal in Bangladesh. It is legal in most of Africa.
The age of consent through-out most of Europe is 14 or 15.

It is not a nice thing, it's generally a big rip-off, but,...... the alternative is.....well.....let's not talk about it. Weird, repressed intolerance of sexual activity of any kind, between consenting adults, plus massive amounts of photographs of prostitutes, aka, porn, is unhealthy.

    LEGALIZATION OF SEX-WORK

Groups which support or are calling for the decriminalization of sex-work include the World Health Organization, UN Women, the Global Commission on HIV and the Law, the UN Special Rapporteur on the Right to Health, Canadian HIV/AIDS Legal Network, Human Rights Watch, Amnesty International, the Kenya National Human Rights Commission, the Open Society Foundations, and the South African Commission on Gender Equality.

Sexual suppression supports the power of the Church (and the State) which has sunk very deep roots into the exploited masses by means of sexual anxiety and guilt. It engenders timidity towards state authority and binds children to their parents (and vice-versa.) This results in adult subservience to state authority and to capitalistic exploitation. It paralyzes the intellectual critical power of the oppressed masses because it consumes the greater part of biological energy.

Finally it paralyzes the resolute development of creative forces and renders impossible the achievement of all aspirations for human freedom.

In this way the prevailing economic system (in which single individuals can easily rule over entire masses) becomes rooted in the psychic structures of the oppressed themselves.

The German-speaking world learned from the events that occurred there in the first half of the 20th century. Sexual suppression by the state, plus militarism, turned people into cruel, sadistic psychopaths.

The suppression of natural sexual gratification leads to various kinds of substitute gratifications. Natural aggression, for example, becomes brutal sadism, which is then an essential mass-psychological factor in imperialistic wars.

In the post-war period people decided it was better to try something different. That is why there are Eros Centers, often times, high-rise brothels, in any major city in Germany.

These facts are often times over-looked in the standard college textbook version of Human Sexuality:101.
