Why do we only have the cool smileys in "Announcements"

If you go to Smoke Signals and make a post you'll notice there are a lot my smileys. The new ones combined with the old ones. But i dont see that in any other forums. Why not?

 

The new smileys seem to be available in the UK Forum too. I'm sure they'll be universally available soon. There are lots of little details to be ironed out before this place will seem like home again....
