You can say that they bait them, but the only reason they are hooked in the first place is because they are already in the chatrooms trying to find exactly what they are presented, and then when they find it, they go through with it anyways. People who aren't interested in having sex with minors wouldn't be enticed in the first place.
That automatically tells you something isn't quite right, regardless of who is on the other side of the computer.
I'm sorry, but I have very little sympathy for adult men who would travel hours in a car to be with a 13 year old girl, and I'd rather them be baited and caught than actually having a chance at the real thing.
