Where would be the optimal place to move in WA?

best climate, best social scene, nicest people, etc...

There's no place that has it all in WA.
But look at Bellingham

 

I would say Seattle, but it's kind of pricey, but the Columbia City neighborhood is reasonable and has a pretty good music scene, plus the light-rail can take you into downtown pretty easy
