    your probably looking for somewhere like cali *specific parts , but if you want complete free base (herb) tolerated enviroment - canada(vancoover-or however you spell it) the united states though some places are much better than others are very astranged to the tolerance to the rest of the world: I know the hippie culture is huge in austrailia and england.

    I lived in AZ for 6 yrs. I like Prescott: lots of health food stores, alternative medicine places, yoga classes, few colleges.
    Flagstaff & Sedona are pretty in the summer & fall. They get lots of snow...even a ski area in Flagstaff.

    Have not been to Missouri, but I lived in Arkansas for a couple yrs, and I was damn glad to leave that behind lol. Wa is nice tho.
