A couple of years ago in California they were considering a dog and cat bill of rights that would give pets most of the rights humans have. I don't know if that's a good idea, yet. Maybe just strengthen existing laws. Or maybe just enforce existing laws. But I think what would be a good idea is a bill that makes it illegal to own or possess a dog or cat if it isn't spayed or neutered. Unless, and now read this carefully: you are not already a licensed breeder, who took a course too, to prove you are educated in animal breeding, and have no history of animal cruelty. And they could make it a felony. That might be a good idea. Because dogs and cats are multiplying and overpopulating. It causese a lot of unnecessary suffering. And it is not natural for them. They are domestic pets. And, I'm sorry to have to say this, there really is no such thing as a no-kill shelter. The best no-kill shelter has a save rate of 90%. Because even if the animal is healthy, even if it is young, after all other options have been exhausted, they have to euthanize the animal. And the reason for that is simple, most people don't bother to spay or neuter. And, animals that are spayed and neutered are also happier and live longer lives. So I think it should be a crime to even own a pet that isn't spayed or neutered. Unless you are already a reputable breeder.
