that is why most transit systems now have an alerter beeper that driver has to punch in their pin code when it goes off, otherwise the breaks are applied and engine shuts down after a few seconds and has to be reset to restart. this is on buses as well as light rail/trolleys. in the town where i live even the older buses have been retrofitted with this system.
also reduces the chance of a stray homeless person attempting to drive off with one. as happened in portland oregon, i guess it was about 35 years ago, before they had this system. i'm only guessing that most places have it. that would be logical. but then humans and logic, maybe i'm not so sure.
