Which part of India? It's huge and so diverse! Weed is plentiful but still illegal in different areas. Jamaica sounds great from what I heard, but obviously very different from India. If you want to go especially to smoke up weed, do yourself a favour and watch both: Strain Hunters India, and Jamaica on Youtube. All about the herb. Personally I'd go to Jamaica at this present moment in time, simply because I've been to India already. Though actually I'm too indecisive to conclude where if I had to.
jamica...nice and relaxful...(herb on the beach with rum) ..india..to many people.. would be to high stress for me.(seeing how they drive too) i,d love to go to jamica,but where ever ya go enjoy have a great time.
India, since you're freezing and want warmth. The waters of Goa are warmer than those around Jamaica.
I've never been to Jamaica but have visited Mumbai. Beautiful City, beautiful people and Indian food is incredible.

Southern India and Goa are the best places to visit at this point of time in India. Kerala has a superb beachside , great natural scenery, good law and order, friendly people and excellent medical infrastructure. It has been voted numerous times the best tourist friendly state in India. Northern India is pretty cold at this point of time, while the south is considerably warm and pleasant.
I'd go Jamaica, but I really enjoy tropical/beach... I've never been to either so I can't give anything more personal...
Well, apart from a 5cl shooter of akvavit in the ground floor bar of the Grand Hotel, just across from the illion ferries that g off to Bornholm and places like that (or, if you're Norwegian, the Continental Hotel, which is the most under-stated establishment i've ever encountered, or, if you're Danish, the lobby bar of the Geo V, where the housewife hookers (polite, nicely spoken, normal) congeal, or, in Finland I can only speak for north of the Arctic Circle - apart from all those which I prefer to india - JAMAICA - better medical care, fewer small beasties and red Stripe beer. Try Port Antonio for the flavour of the people, but do speak respectfully to anyone you bump into. It's true that India has some of the world's great wonders. However, the constant smell of shit may eventually depress you, as the singsong accents wel might as well. Those below your social status will be unctuous, while those of superior status will be arrogant. However, you may find it an engrossing challenge to find the happy medium. Every country has some nice people (particularly the farther north you go, in India)
