i think there's an answer to this that you're specifically looking for...

does it have anything to do with the cell's incadescent lightbulb?

Construction of most newer facilities wouldnt have any incadescent lightbulbs, protecting the lamps with plastic cover. Ill bet you could try though..
Wall sockets and candy foils, lamps ^, extension cord if you have access to them. And you probably will.
your best sources are electric though. you can make fire.

if you still had the lighter and it was dead. Im sure you broke many them to get the very last bit of gas out. But you still have a flint. And this flint can last a while if you take care of it, remember this is your fire source. For anything. many people dont toss away old lighters for flint reasons. They can always light outside gas, kindling, another flint broken lighter.

If your prison allows radios, and some do. You'll always have a lighter. As long you have batteries, your chances of building fire 100X greater.

What you will need is 2AA batteries, 9V will also due. If this regular male adult jail we are using as a model, you have access to razor blades also.

monitoring razor blade use is unsuccessful in a full scale facility. Its also common for inmates to be barbers and groom each others. Breaking free the razor from plastic body, and use it freely. Its is only when this becomes a weapon are staff concerned over their uses. Inmates knowing this, very seldom make weapons in general population with an item that may have to be surrendered by all. but it happens im sure.

To get back to building your razor battery lighter. Take razor apart.
    Standard issue razor. thin blade.

Turn one battery (+) up, and the other (-)down. Bring one blade against the bottom together. Take your second blade and break it to smaller bands of metal. Take one on the left top and touch, bring one to the second top and touch them together. they will begin to glow at the tips. (now if you just had something to smoke ... :(

during my short stay they used a battery and piece of wire from an antenna in the cheap radios.

for something to smoke they used tea bags.dumped the tea into a piece of the paper from a roll of toilet paper.roll into a joint, short the battery and smoke.i didnt get to partake in the tea smoking but they looked fuckin baked afterwards
