I think that you have hit on one of the key ingredients but it brings up the issue,again, that there is no unity when we attempt to define 'Terrorism' & it shows no where better than on this thread! When a person chooses to pick up a lethal weapon with intent to use it in the pursuit of a cause,ie is willing to kill ,you have to ask 1/ is there an alternative course of action that would achieve the same ends (even if it were to take longer by non-violent means), 2/ who is your enemy,does 'enemy' include unarmed civilians,random bystanders,or only those armed & trained to return fire who represent the Regime the 'Freedom fighter/Terrorist is opposed to? Theres been no consensus reached on this thread. 'One persons Terrorist is another persons Freedom Fighter' is a copout,I believe .yet posters repeat it again & again & we make no progress.
