On one of my laptops I am running 16.04. If move the cursor left side to the icon EN up the top right hand corner of the screen you should find wi-fi connections in a drop down menu.

You should use the manual for your computer. Maybe there is a mistake. When there was such a problem, for example, the program was incompatible with the computer.
You can look for manuals on ManyManuals.com. Useful site. Saves in such situations.

What about buying a copy of Ubuntu on CD and load it on a different SSD.

I would have thought the wi-fi driver would be included in a CD of Ubuuntu.

It is years since I have owned a desktop. Unlike Windows, you can take an SSD loaded with Ubuntu from one laptop and load it into another laptop of a different brand and it will work providing the hardware is up to spec. Did you download it straight on to the harddrive? maybe you should have loaded it on to a memory stick.
The CD I bought on E-bay was around $12 including postage.
