I'm sure people who work in these fields get away with this all the time. I bet he got greedy and started swapping whole evidence batches to support his habit. He should have just skimmed off the top.

 

I was thinking the same. Especially with powder heroin. You probably could skim a bunch and then use a standard cut to bring the evidence back up to weight

 

I agree with you Murg, no doubt he got greedy maybe because his supply didn't meet his demand, tolerance sucks, lol!

 

The issue of drugs really ruffles the feathers of some doesn't it...
