    Mark Galeotti is one of the most interesting experts on contemporary Russia, in my opinion.



    Mark Galeotti: Putin's Russia is increasingly becoming a gerontocracy run by basically 70 plus year olds, and he's 71, the current head of the FSB is 73, his recently sort of transferred Security Council Chief was 72 years old. These are people whom Putin knows, they're his generation, most of them are ex KGB, many of them come from St Petersburg. But the point is – they are all of the same generation, and therefore have a very similar mindset. It's increasingly clear that although Putin is trying to hold on to these cronies of his, he is going to have to give more and more key positions to the next politic generation, down of whom [Sergei B.] Korolev is a representative, and the interesting thing is these are different.


    They're not nice people, but on the whole they are ruthless, opportunistic, self-interested kleptocrats who want to basically steal and then enjoy the proceeds of that theft. They're not interested necessarily in some kind of grand ideological campaign against the West, so we may well see that these kleptocrats actually will be, ironically enough, pushing for better relations with the West because if you've stolen so much you want to be able to enjoy it fully.

    But it also means these are people who don't have those kind of primal gut senses of loyalty to Putin, these are not people who have spent the last 30 years socializing with him, and so forth, so with someone like Korolev, my view is that so long as Putin is solidly in power, Korolev will be a ruthless and effective guarantor of of Putin's position.

    But on the other hand, if Putin's position starts to look shaky and indeed it looks as if there may be some kind of transfer of power, I think someone like Korolev is likely to be making cost-benefit analyses as to quite who he should be supporting or not. We saw this to a degree with the Wagner Mutiny last year, so it it'll be an interesting sign of the future, and it's one of the ways in which the Putin state looks very very solid and powerful at the moment, but actually has some very deep cracks within it.”



    F-16 talk starts at 14:00

    I agree with Justin Bronk's pessimism about the effectiveness of NATO countries' abbreviated training of Ukrainians. What takes years cannot be learned in weeks or months. This is especially true of pilot training, where it will be many years before Ukraine can seriously reach the high standards required for maximum effectiveness and survivability. It is to be hoped that some other countries will send their retired F-16 pilots to Ukraine to help Ukraine in one way or another.

    Justin Bronk: “It's almost harder to train combat experienced pilots who have lots and lots of time on on MIG-29 or MIG-27, those tactics, than it is to train people from scratch. That's a feature that was found in every air force that transferred from former Warsaw Pact types to F-16, Poland for example. [...]

    The more time people have in cockpit in one system, the harder it generally is to convert them, all of which means that at a tactical level it would be astonishing if Ukrainian pilots however skilled and however combat experienced and brave and committed they are on the MIG-29 and MIG-27, it would be fairly astonishing if they were anywhere close to the proficiency levels that we would expect from a two ship lead let alone a four ship lead in a a standard NATO, particularly, American F-16 unit, especially since a lot of the course will probably been truncated a bit to speed things up.

    And at the same time the threat environment in terms of the surface to air and the air to air threat environment is not one that we would deploy F-16 into from a native point point of view, we would not see that platform even with all the US weapons as a suitable platform to kind of take the lead in that sort of threat environment.

    It would play a part in a much larger composite air operation with fifth gen fighters and lots of standoff and lots of EW [Electronic Warfare] enablement and all sorts of suppressive weapon effects, and it would certainly play a useful part in that, but F16s on its own into that threat environment, this is a jet that was designed in the 70s, it's asking a lot.”

    Anyone with more than a superficial interest in the personality of Yevgeny Prigozhin and the role he has been able to play in Putin's Russia will find little more rewarding than this hour-long discussion between two acknowledged experts on Russia.

    It's been a while since I last updated on things. The truth is, now that Ukraine is getting fresh weapons and ammunition from the west again, no major changes/breakthroughs have occurred. The front lines have frozen in place. ruϟϟia makes no real progress, and in places they're getting pushed out from locations they previously took, although Ukraine's gains are pretty miniscule right now. ruϟϟia also claims small gains, but nothing that can be satisfyingly confirmed, as per usual.

    The Czech ammo initiative is now delivering. Ukraine has received first batches of the ammo Czech Republic promised to find for them. Slovakia is now officially in the game too. Slovak plants are refurbishing lot of the ammo going to Ukraine. I guess it pays to gun down your toxic prime ministers. Even Serbia, usually an ally to ruϟϟia, is now supplying Ukraine indirectly via 3rd party channels, much to kremlin's dismay.

    Ukraine has recently made several successful air strikes to temporarily occupied Crimea. Most recently the Space Surveillance and Communication Center was hit, as officially confirmed by Ukraine's MOD. Meanwhile, ruϟϟians show what big, tough, brave men they are by mercilessly bombarding Ukrainian civilian targets. In particular, ruϟϟia has targeted Ukraine's energy infrastructure, predicting a difficult winter for Ukrainians for the 2024-25 winter season.

    I'm certainly concerned about that possibility. The US electorate have shown themselves to be a bunch of fucking morons to even consider somebody like him. And what the hell is this kid gloves treatment that trump is getting? Anybody else would be serving 20-to-life right about now.

    Mind you, ruϟϟia has been weakened, though. Visibly so. They've lost well over 500,000 troops by now, plus a substantial amount of hardware they can't replace. Their economy is hurting from sanctions and all the lost manpower who've been killed in Ukraine, and who are no longer working in trades to improve said economy. They have a shortage of workers, and the ruble is worth toilet paper. They are in no way a serious threat to NATO anymore in their current state, since they've been reduced to begging for ammo from their super best friends forever in north-korea and iran of all places. I don't think ruϟϟia has the strength left to take the entire country, not without a long term ceasefire that would allow them the time to re-arm and train fresh troops. Therein lies Ukraine's biggest threat. If they're forced into an unfavorable/disadvantageous ceasefire that would leave ruϟϟia the time to prepare for round 2. Or, if this becomes a frozen conflict that would enable ruϟϟia to terrorize Ukrainian civilians for years to come, with no real opportunity to repair the damage done.

    Shit like this could keep going forever. Ukrainian civilians continue to suffer under non-stop ruϟϟian missile attacks. This residential building in Dnipro was struck with a ruϟϟ missile when it's not even a military target, leaving at least 1 dead and 12 injured. Just one of many attacks of this type, where ruϟϟia deliberately slaughters civilian personnel.

    There's also more trouble looming ahead in France. Marine Le Pen's racist RN party, Rassemblement National, appears to be winning the French snap legislative elections, which were organized after that smug peacock, Macron tried to save face when his party lost in the European elections held a few weeks earlier. Pro-ruϟϟia racists are now running the show in France, and the RN is notoriously against supporting the Ukrainians. This is big, because France is one of the 3 big key players in the EU. They have a lot of sway.

    See, people, this is how nazis take power. First the rich, like Macron here, fuck things up with their selfish, self-serving policies that are detrimental to the working class and the poor. The working class and the poor get fed up with being treated like chumps and suckers, so they become politically active and start voting in droves. But because too many of them really are chumps and suckers with no idea what they're even voting about, and who they're supporting, they start supporting the far-right populist groups with the boldest claims, and the prettiest lies. Once they seize the power that the idiot lemmings just handed to them, you'll start seeing the purges, and the consolidation of power to the fascist populists, who will then proceed to taking over everything. At this point it's too late to go back even if you start regretting the outcome, and the only way to return to normalcy is to start taking out the key players in the high positions by force, because they're not gonna step down quietly anymore, because they don't have to anymore. And this is usually a messy process that brings misery to all. See Hitler and the end of Nazi Germany. Wasn't pretty.

    And this is why austerity and any sort of political right wing "reforms" to worker's rights are a bunch of bullshit. Because it's always the first step towards angering the voters, and driving them into acting irrationally, where they then begin to vote against their own best interests, playing right into the next would be nazi group's hands.

    But I digress. Back to Ukraine.

    Nobody's publishing much on the Ukraine suddenly, because its WWIII, and Putin is struggling to find anyone interested in his nuclear missiles.

    Russia is a disaster, China is now officially a disaster, and the war is dragging on by inertia alone. Sadly, until Xi figures out what he wants to do, Putin will continue to become famous, for killing more Russian solders than anyone alive.

    It's been suggested that Macron called the snap elections because letting his opponents take power would expose them as incompetent. If he can't get much done now, he's not necessarily worse off. That's the claim at least.

    NATO has always been more popular in other countries, because the US pays half the damn bills. The EU let their own military go to the point where they could not fight their way out of a wet paper bag, but they invested heavily in longer term infrastructure, bridges and tunnels, and now the EU is in pretty good shape to make a shit load of money off weapons. Putin's threats are about as credible as his army, but enough to drum up more business.

    Where this train wreak is going is anybody's guess, but the next scientific revolution might shake everything up a bit.

His economy is falling apart, along with the Chinese, and his dream of destroying NATO has only encouraged NATO to expand to more wealthy countries. NATO has been struggling for years, with Canada refusing to pay their dues, the US paying half the bills, and the EU letting their military go all to hell but, Putin and the Chinese have ensured NATO could eventually replace the UN.     How many Ukrainians are currently living in Germany?

    In an EU comparison, Germany has taken in by far the most Ukrainian refugees: According to the UNHCR, more than 1.1 million of the almost six million Ukrainians who have fled within Europe are currently living in Germany. Followed by Poland (just under 960,000) and the Czech Republic (just under 350,000). In Spain, for example, there are currently only around 202,000, in the Netherlands 114,000 and in France around 67,500.

    According to Eurostat, there are almost 15 Ukrainian war refugees per 1,000 inhabitants in Germany. In Poland there are just under 26, in the Czech Republic 34, in the Netherlands 8 and in Spain 4.

    How are Ukrainians being cared for in Germany?

    Since June 2022, refugees from Ukraine have been entitled to citizens' benefits. This means that Ukrainians are better off than other refugees in Germany who receive money under the Asylum Seekers' Benefits Act. With the citizen's benefit, refugees from Ukraine receive more money each month, more supplements for single parents and pregnant women. They also receive a health insurance card, which entitles them to medical check-ups. And they are allowed to work immediately.

    Only a quarter have a job

    Nevertheless, 1.1 million Ukrainians have fled to Germany since 2022, 730,000 of whom are of working age, according to the German government. In February 2024, only 21 per cent of Ukrainian war refugees were in employment.

    A total of around 1.3 million Ukrainians live in Germany, of whom only around a quarter (as of November 2023) have a job – according to the latest statistics from the Federal Employment Agency, 23 per cent of Ukrainians living in NRW are in work.

    In theory, the chances of finding work in Germany are quite good for Ukrainian refugees: according to a recent study by the Institute for Employment Research (IAB), eight out of ten job centres across Germany see good employment prospects in the medium term, half of them also in the short term. 72 per cent had university degrees or comparable qualifications.

    Be ready for other work

    However, according to the study, many would probably also have to be prepared to do other jobs than they did in their home country of Ukraine. According to the study, however, language could remain a hurdle: Many employers expect a good command of German, even for simple jobs.

    An international comparison shows that Ukrainian refugees in other countries are apparently better placed in the labour market than in Germany. According to the study, employment rates rose in almost all other EU countries between September 2022 and September 2023. While they reached around 66 per cent in Central and Eastern European countries, the figure in Germany was significantly lower at 25 per cent during this period.

    What benefits do Ukrainians receive with the citizen's benefit?

    Ukrainians seeking protection in Germany have so far generally received a temporary residence permit, which is currently valid until 4 March 2025. They receive a citizen's benefit of 563 euros per person for single persons and 506 euros for partners. Adult children who live with their parents receive 451 euros per month, and there is also money for younger children. In addition, the state pays the costs of accommodation, heating and hot water ‘insofar as these are reasonable’.

    Monthly benefits for refugees

    These amounts are paid to refugees depending on whether they are entitled to citizen's benefits or benefits under the Asylum Seekers' Benefits Act.

    Single persons/single parents:
    Citizen’s benefit: 564 Euro
    Benefits for asylum seekers: 460 Euro

    Children up to 5 years:
    Citizen’s benefit: 357 Euro
    Benefits for asylum seekers: 312 Euro

    Children from 6 to 13 years
    Citizen’s benefit: 390 Euro
    Benefits for asylum seekers: 341 Euro

    Teenagers from 14 to 17 years
    Citizen’s benefit: 471 Euro
    Benefits for asylum seekers: 408 Euro

    Adults under the age of 25 living in their parents' household
    Citizen’s benefit: 451 Euro
    Benefits for asylum seekers: 368 Euro

    There are also various ‘additional needs’ - for example for pregnant women, single parents, the disabled and the chronically ill. One-off benefits can also be applied for: Initial equipment for children's clothing and for the home, including household appliances. The costs of school trips, school materials, school buses and an amount of 15 euros per month for social participation are also covered. Citizens' allowance recipients are also covered by statutory health insurance.

    How high are the social benefits in other European countries?

    In an analysis provided to WDR, the Bundestag's Research Services compared various EU countries and Norway. The selection is based on information provided by the parliamentary administrations of these countries, according to the research service. Great Britain and Denmark did not provide any information on request.

    In the countries analysed, the conditions are very different, including the respective social structures. A comparison with the citizen's income payments in Germany is therefore not easy.

    Belgium: Ukrainian nationals receive temporary protection until March 2025. They are covered by statutory health insurance and receive state social assistance of 1,288.46 euros for people living alone. If there are two people in a household, each receives 858.97 euros. Couples with one child together receive 1,741.29 euros. There may also be additional assistance for food, clothing, furniture, electricity, heating or glasses, for example. If necessary, the state will provide accommodation for asylum seekers.

    France: Ukrainian refugees are entitled to the same benefits as asylum seekers – if they have applied for asylum. Single people receive 607.75 euros, with additional family members receiving supplements from 7.40 euros per day. Accommodation is provided by the state in one of the reception centres for asylum seekers – for a period of three months. Entitlement to health insurance exists after three months.

    Italy: Ukrainians receive a temporary residence permit until 31 December 2024, which can be converted into a work permit for a maximum payment of 200 euros. Those who can find private accommodation will receive 300 euros each for three months, children 150 euros. Those living in state accommodation will not receive any money. Ukrainian refugees in Italy are subject to the same health protection as Italian citizens.

    Netherlands: Ukrainians receive a monthly living allowance for food, clothing and other personal expenses, unless these items are provided free of charge: 60.71 euros per person. If they are accommodated privately, for example with a host family, they receive an additional allowance of 80.91 euros per person. Food is either provided in the form of meals or 242.48 euros per adult and 200.65 euros per child. If a refugee aged 18 or over takes up paid work, the maintenance allowance for all family members is cancelled. However, they are then entitled to child benefit. No work permit is required to take a job. Ukrainians are entitled to all basic medical care as well as reimbursements for dental treatment, glasses, hearing aids and abortions.

    Norway: During the application process, Ukrainians can be accommodated in reception centres and receive meals and financial support of around 60 euros. Single people receive a supplement of 36.28 euros. In addition, there is basic equipment such as toiletries, nappies and bed linen. Those who have completed an introductory programme and found a full-time job receive up to 20,000 euros in introductory assistance per year, which must also be used to pay for housing. A current legislative proposal provides for this introductory allowance to be reduced by more than 500 euros per month. People who have applied for asylum in Norway have the same rights to health services as other Norwegian residents.

    Austria: Ukrainian refugees receive basic care, which includes accommodation in ‘suitable accommodation’ as well as food and healthcare. In addition, there is a monthly allowance of 40 euros per person. Those in private accommodation receive a food allowance: adults up to 260 euros per month, children up to 145 euros, as well as a rent allowance of between 165 euros and 330 euros per month. In individual cases, there is support for clothing (150 euros per year) and school requirements (up to 200 euros per year) for school-age children. Refugees are covered by full statutory health insurance.

    Poland: The main rules for supporting Ukrainian citizens apply until 30 June 2024, meaning that adults will not receive any permanent cash benefits, only the equivalent of just under 69 euros to start with. They can live in public accommodation free of charge for 120 days, after which they must pay 50 per cent of the costs themselves. Adults with children are entitled to the same social benefits as Polish families: For example, 183.36 euros per child per month. The amount is reduced to around 90 euros if the child goes to a daycare centre. From the second child onwards, there is 114.60 euros per month. Parents receive higher benefits for disabled children. Anyone who is ill for a longer period of time can apply for social assistance totalling up to 177 euros. Ukrainians are also entitled to a legal right of residence, access to public healthcare, work and study, travel within the Schengen area or the opportunity to run a business.

    Finland: Ukrainian nationals can obtain residence status as persons in need of protection (until March 2025), tourists (90 days), gainfully employed persons or asylum seekers. Depending on the status, the social benefits vary greatly and range from a reception allowance of 348.50 euros per month for single people and single parents to 222.32 euros per month for children. Under certain conditions, social assistance of up to 587.71 euros is available, as well as one-off assistance for rent, electricity and special healthcare costs such as glasses or medication. People who work are entitled to health benefits, as are people with ‘temporary protection’.

    Sweden: Ukrainian refugees are entitled to a residence permit until 4 March 2025. Those without an income can receive a daily allowance of up to 6.28 euros, older children receive 4.42 euros per day and infants 3.27 euros. Special allowances are available for things like glasses, pushchairs or warm winter shoes. If you find your own accommodation, you also pay the rent yourself. Health benefits are limited to emergency care and care services that cannot be postponed.

    What is the problem with finding work in Germany?

    According to the Institute for Employment Research, the typical family constellation of most Ukrainian refugees is problematic: A high proportion of single mothers, the comparatively poor state of health of Ukrainian refugees. On the other hand, the high level of education, the expected development of language skills and the institutional framework conditions, in particular the elimination of the asylum procedure, are positive factors.

    The institute assumes that 45 per cent of Ukrainians could be in work after five years in Germany and 55 per cent after ten years.
