i also would't speculate on another countries doing but if i was the president of iran i would not be pursuing a nuclear deterent as it would give the wackos that are bush and cheney an excuse to bomb the shit out of my country, what i would do is continually make it clear we are not doing so and hope the rest of the world can talk some sense into the US government
