theyre soldiers - they dont stand there all the time, sometimes theyre off 'fighting terrorism' in some far off land.

theyre not allowed to react in any way shape or form unless the royal family is in imminent danger, and youre not supposed to touch them but most jap tourists do.. not allowed to smile, laugh, fart? (they prolly do fart..), err.. and i think you can be moved on by the police if you start messin around too much
