It has been crippling Democratic voters in the state with 'election integrity' legislation. Trump wants to create a blue state of 40 million people by making Canada a 51st state. That would tilt the U.S. House significantly toward Democrats and likely create two Democratic U.S. Senate seats, unless Trump somehow does a psychology job on Canadians and makes them MAGA like he did the Village People. Trump needs to find a way of annexing Canada without incurring the negative political consquences for Republicans. Making it a U.S. territory would be less damaging to the GOP than making it a state. Or making it a political and legal no-man's land like Guantanamo Bay. All of it is political fantasy in Trump's mind.
