Trump is wrong about the mayor of DC being able to activate the National Guard. The mayor doesn't have that power. DC is not a state with a governor. Pelosi doesn't have the power to activate the national guard. While stuck in the basement of the Capitol because of Trump's rioters, Pence and Pelosi contacted the governors of Virginia and Maryland to have the national guard sent to DC to stop Trump's rioters. Trump said publicly in September 2023 that he's still not ready to say what he did at the White House for hours while the riot ensued. He said he will tell everyone at an appropriate time. It's been 2 years and 9 months since Trump's riot at the Capitol.

Trump simply thought about those mansions as having already been built. Therefore, they existed (in his mind) and were worth value for loans. On the other hand, they weren't yet actually built and therefore not worthy of paying taxes on them.
