Biden can win without PA. He would win with WI, MI, and NV which would give him 270, a scenario the opened because of an electoral vote he picked up in a Maine. Biden would also win with WI and MI plus either GA or NC.
Biden could also win with MI and GA (giving him 270) without winning PA, WI, NC, and NV because of the one vote he picked up in Maine. GA has been another close race.
Trump had a chance to pick up the one electoral vote that Biden picked up late in Maine because Maine is one of only two states that use the Congressional district method to assign electoral votes instead of winner-take-all. Trump not picking up that one vote in Maine opened up various scenarios for Biden to win with 270. Trump picked up all the district electoral votes in NE.
This was planned... Those "lost" ballots are from largely Democratic areas. And, surprise!... Trump's USPS guy defies a court order. Gee... Where have I heard that before?
DeJoy lacks experience with postal operations. He donated nearly $700,000 to a committee that set up the RNC convention in 2020. It's another example of Trump's personal Deep State cronyism. Biden just got Wisconsin. Now he has 248 electoral votes. He might win after all. Earlier I did a count but left out DC which does get 3 electoral votes.
And he's currently ahead in Michigan and likely to stay there. At the late night / early morning news conference Trump was just glowing with visions of victory, what better way to deflate that orange float then to snatch victory right out of his grasp.
If Trump wins only PA, NC, and GA of the remaining undecided states, Biden still wins with 270 with NV and MI. If Trump had picked up the one undecided district electoral vote in Maine that went to Biden, the above scenario would give a 269-269 tie.

Trump wants to halt voting in Pennsylvania because since in-person voting on Tuesday gave him a 600,000 vote lead, Biden has now cut that lead in half to 300,000 through mail-in voting, and there are still million mail-in ballots to count. So far Biden has won the ratio of mail-in ballots 78% to 22% If the numbers hold he should win Pennsylvania quite comfortably.

Trump has filed legal cases to get the courts to stop the ballot count in PA and MICH. Trump can not win without cheating.
CNN and NBC are projecting Biden to win MI. Biden winning NV would give him the 270 needed to win the election. NV is currently leaning Biden. PA is moot if the above scenario holds, although Biden winning PA would add another front to Trump's war of contentions about the election. Biden wins battleground Michigan
