La Crosse and Green Bay are red zones according to Trump's own White House coronavirus task force.

He is still planning to visit Green Bay. The rally at La Crosse has been moved to Janesville.

Trump set to defy task force recommendations with Wisconsin rallies - CNNPolitics

    excerpt:

"The planned gatherings come as his own coronavirus task force is warning of "rapid worsening" and an "intense period of viral surge" in Wisconsin and calling on the state to increase social distancing. But the President continues to show little interest in changing his campaign style to meet the needs of the moment. The Saturday rallies serve as another example of the President's blatant disregard for science and best public health practices, plowing ahead with packed gatherings in hot spots even as the coronavirus pandemic rages across the country.

Wisconsin "has continued to see a rapid worsening of the epidemic in the last week," a September 27 weekly task force report obtained by CNN said. The state has the third highest case rate in the country and has a test positivity rate between 8% and 10%, the seventh highest in the country.

The task force recommended increased social distancing "to the maximal degree possible.""

Janesville is an orange zone, not much better than La Crosse.

After Trump does his virus spreader rally at Janesville, it might become a red zone.

Trump made it clear at the first debate that he wants to Supreme Court to be involved in the election by looking at the ballots.

    https://www.nytimes.com/live/2020/09/29/us/presidential-debate-trump-biden#trump-proud-boys-biden

    excerpt:

"President Trump dramatically escalated his effort to undermine public confidence in the integrity of the election at the first presidential debate, urging his supporters to “go into the polls” to shadow Democrats — while suggesting he was “counting” on a conservative Supreme Court to determine the victor.

Mr. Trump’s statements came at the end of an ugly 90-minute debate, and at the end of a rambling string of false and familiar claims that Democrats are using mail-in voting to steal the election.

The high court needs to “look at the ballots” in the presidential election, Mr. Trump said.

The extraordinary request came before most of the voting has even taken place. The president revived his 2016 rally cry that the election was already “rigged,” despite the absence of evidence of wrongdoing.

“This is going to be a fraud like you’ve never seen,” Mr. Trump said. “We might not know for months because these ballots are going to be all over.”

Mr. Biden, who had previously told voters that Mr. Trump “cannot stop you from being able to determine the outcome of this election,” turned to the camera and said: “He’s just afraid of counting the votes.”"

Trump concocts twisted reasons why he thinks mail-in voting is good in one state but highly fraudulent in others.

Voting by Mail in the Swing States - FactCheck.org

    excerpt:

"Trump, Aug. 4: "So Florida has got a great Republican governor, and it had a great Republican governor. It’s got Ron DeSantis, Rick Scott — two great governors. And over a long period of time, they’ve been able to get the absentee ballots done extremely professionally. Florida is different from other states."

Trump is wrong. In fact, Florida handles mail-in ballots the same way as the other 33 states that allow mail-in voting without a reason. It doesn’t even use the term “absentee ballot” anymore.

None of the six states is sending actual ballots, as opposed to applications, to all voters. To receive mail-in ballots, voters must request them or be on a permanent mail-in voting list."

Another Trump supporter has been convicted of screwing with mail-in ballots. Thomas Cooper of West Virginia who apparently worked for the postal service has been convicted of altering ballot requests from Democrat to Republican.

Another example of Trump not knowing what he's talking about.

Voting by Mail in the Swing States - FactCheck.org

    excerpt:

"As we have written, Michigan’s voting was thrust into the spotlight on May 20 when Trump erroneously tweeted that Michigan’s Democratic secretary of state was “illegally” sending “absentee ballots to 7.7 million people” for this year’s primary and general elections.

About an hour after Trump sent his since-deleted tweet, Benson corrected the president with a tweet of her own, saying the state sent “applications, not ballots” and accurately noting that Iowa, Georgia, Nebraska and West Virginia — all with Republican governors — also mailed absentee ballot applications."

The Texas governor's alibi for his last-minute proclamation:

"The State of Texas has a duty to voters to maintain the integrity of our elections," Abbott said. "As we work to preserve Texans' ability to vote during the COVID-19 pandemic, we must take extra care to strengthen ballot security protocols throughout the state. These enhanced security protocols will ensure greater transparency and will help stop attempts at illegal voting."

Texas governor limits election drop boxes to one per county in sprawling state - CNNPolitics

    excerpt:

"The move significantly affects the Democratic stronghold of Harris County, which is the state's largest county by population -- one of the most populous in the country -- and covers a massive area. It must now reduce its 12 drop-off locations down to one starting on Friday, according to Elizabeth Lewis, spokeswoman for the Harris County Clerk's Office. Travis County, which includes the reliably Democratic city of Austin, must limit its four drop-off locations to one."

The 2020 election in Texas has been unusually close compared to elections since 1980 where the Republican presidential candidate held a large comfortable margin. Trump and Biden were about 1% apart during the summer.

Texas governor limits election drop boxes to one per county in sprawling state - CNNPolitics

    excerpt:

"The decision has already drawn fire from Texas Democrats. The state's Democratic party chair, Gilberto Hinojosa, labeled it a "blatant voter suppression tactic" in a press release. The group Let America Vote also blasted the move.

"The governor is making it harder for people to vote in the middle of a global pandemic that has claimed the lives of over 16,000 Texans," the group said in a statement. "It is a shameful, blatant act of voter suppression that will disproportionately impact the large number of Black and Latino voters in Texas' biggest counties.""

Attorney general Barr doesn't know what he's talkinga about.

He's so desperate to help Trump with voter fraud allegations that he's grasping at any scrap of what might appear to be fraud.

No, a Texas man was not indicted for filling out 1,700 mail-in ballots, despite what Attorney General William Barr said

    excerpt:

"Federal prosecutors brought no such indictment. And while a Justice Department spokeswoman said Barr was referring to a local prosecution involving suspected mail-in voting fraud in a city council election, the assistant district attorney on that case said Barr’s description doesn’t match the facts.

“That’s not what happened at all,” said Andy Chatham, who is now in private practice.

“Unfortunately, it speaks volumes to the credibility of Attorney General Barr when he submits half-truths and alternative facts as clear evidence of voter fraud without having so much as even contacted me or the district attorney’s office for an understanding of the events that actually occurred,” he added later.

After being asked about Chatham’s account, Kerri Kupec, a Justice Department spokeswoman, said in a statement: “Prior to his interview, the Attorney General was provided a memo prepared within the Department that contained an inaccurate summary about the case which he relied upon when using the case as an example.”"

Barr blamed his misunderstanding on a memo given to him. He should have spoken with the DA in the case before making remarks of the Bowling Green Massacre variety of Kellyanne Conway.

The DOJ press release of another incident Barr is investigating made sure to mention that the ballots in question were votes for Trump, showing Barr's intent to make it look like Trump is the victim of alleged fraud.

DOJ announcement on Pennsylvania ballot investigation baffles election experts

"Election experts were bewildered at the few details included within the press releases and the unorthodox manner in which they were announced, and were troubled by the fact that the Justice Department said the ballots had been cast for the president.

“It is hard to express how illegitimate the press release is. That’s the problem,” Justin Levitt, a professor at Loyola Law School, said in an interview, noting that it wasn’t necessarily bad that the department was investigating.

“It is really improper for DOJ to be putting out a press release with partial facts,” Levitt continued. “And it is career-endingly improper to designate the candidate for whom the votes are cast. There is no federal statute on which the identity of the preferred candidate depends.”"

A tag-team act with Barr, Trump was adding to the confusion the same day by mistakenly claiming the ballots in question were universal mail-in ballots.

DOJ announcement on Pennsylvania ballot investigation baffles election experts

    excerpt:

"In the Fox News Radio interview, Trump also seemed to be conflating these ballots with universal mail-in ballots, which Trump calls "unsolicited" ballots. However, Pennsylvania is not sending ballots to voters who do not request one."
