Voting to kill minorities is not a democratic process recognized in any country. Slavery is not democratic even if you have majority approval, killing minorities, enslaving them, and driving them from the country are not recognized under Robert's Rules of Order. Lynching people is not democratic, no matter how many people agree. Politics are about people cooperating in order to avoid killing each other.

A few dictators might disagree with me, but I'm talking about any country. Even the only Buddhist nation in the world drove everyone out of the country who wasn't Buddhist, at gunpoint I assume. Their government and political system simply failed those people.
