Yes, and you could just as easily make the argument public roads follow a capitalist system As everywhere in the world funding for roads mostly comes from fuel excises, that not everyone pays equally, most are now produced by private firms and the community as a whole doesnt benefit from the period of production. They are usually better maintained in wealthier areas. Free if you are a pedestrian, but if driving a car you are still paying taxes in the form or registration, sales tax and of course fuel. All regressive taxes that hit the less wealthy at higher percentages. Then we could still argue about whether a tollway is a private or public road, fits the model of socialism or not, when as a pedestrian or cyclist you cant use them anyway, even if you want to pay, so the community as a whole doesnt benefit from the dustribution of that resource. Then there are all the public funded roads the public doesnt have access to; government, military sites
